If you configure pxe in the sccm console, I assume you mean creating a pxe service point. One of the pre-requisited of installing a pxe service point is wds.
As matthew already responded, do you need wds with sccm to do os deployment, no. You can go cd-based.
Is wds necessary for network boot initiated os deployment, yes.
