If anyone reads this and has the same problem, and if it saves one person
the time and agony I went through then an advanced your welcome is due ;).
On the SQL box there is a setting in the properties of the default instance
under connections called "xact abort" and by default I belive it's off (not
checked). The DBA here turns it on (checked) during a typical setup (btw.
I'm not the DBA). If that setting is enabled the SMSRPRT.MOF will not
complie and no data will load into the dbo.report table.
