You will need to create one reporting point per child site.
Or you can create all the collections at the parent and have no collections
at any of the child sites.

Do I have to enable reporting for every site or can I point them all the
same
reporting point?

Parent site does not know anything about the child site and their
collections. It will only know about the parent's collections.

We have a central server that has reporting point configured and houses
the
sql server for the 3 child sites. When I run a report from the web, I
do
not
see any collections that were created on the child sites. I only see
the
default collections on the reporting server. Is this a sql query issue
or
a
site configuration issue. I apologize if this does not make sense!
