Definitely overkill for the amount of machines. but there could be
several other reasons that this could be the appropriate desing. Wan
links is just one of those reasons.

We were in a similar position as you a few months back, with the same
number of clients (perhaps a few hunder more servers). We deployed
one Primary Site, which inlcudes three servers (the DB servers is a HP
BL45P 4x2.4ghz AMD Dual Core with 8Gb memoryt, DP's are HP25P with
2x2.4ghx AMD dual cores with 8GB memory). So far this has worked for
us but its also a design that is changing with the opening of two new
data centers. If all your clients are in one site, keep it as simple
as possible and only use one SMS site. Can you provide more details
about your site? Links, speeds, etc?
