Thanks to Jeff's key in. I agree with Jeff. Since you have done everything
you can, it's time to check logs.

Pack all files in the following path and send it to me:
v-secai@xxxxxxxxxxxxx
1.C:\SMS\logs (on server)
2.C:\SMS_CCM\logs (on server)
3.C:\Windows\System32\ccm\logs (on client)

Please let me know the information above so that I can provide further
assistance on this problem. I am looking forward to your reply.
