It's not supported to run any SMS site system on cluster (check the "Clustering and Network Load Balancing" section): http://www.microsoft.com/technet/sms/2003/library/techfaq/tfaq01.mspx

Does SMS 2003 SP2 supports SQL server environment. I have clustered SQL
2005 environment and would like to move the SMS DB to it.
