Yes it is correct. What that is saying is if AD is not extended with the SMS
extensions, the clients need some mechanism to discover how to locate the
appropriate SMS Management point. Without the AD schema extensions, the
client falls over to WINS and looks for a Server Locator Point (SLP) that
should have a static entry defined in WINS, the SLP offers up the Management
Point information to the client. Without the AD extensions or WINS SLP
entry, the clients cannot detect an SMS server.

BTW, in this scenario WINS would be defined in your Domain, not specifically
on your primary or secondary SMS sites.
