You do not have to replace any msis on the management point. Installing the
ICP adds some mst-files which are applied when installing the client.

I do not handle non English environment but I believe replacing the
client.msi should help, if the ICP contains it.
You can replace the client.msi on your SMS management point with the ICP
client.msi

install language specific version SMS Client. Preferable is Client push
installation method.
