We previously had SMS 2003 running okay on our Network. We lost the
managment
point server a couple months ago. We uninstalled all the clients. I
recently
Installed SMS on a new server, using the same SQL backend as before. This
is
a new site name etc. The Componenet Manager is unable to complete the
task:
"Site Component Manager is configuring site system "\\SQL2" to receive SMS
server components." The Site Compnent Manager Status Viewer shows the
following errors:

1. Could not read registry key "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SMS"
on computer SQL2. The operating system reported error 997: Overlapped I/O
operation is in progress.

2. SMS Site Component Manager failed to configure site system "\\SQL2" to
receive SMS server components.

3. Systems Management Server cannot create the object
"cn=SMS-MP-001-UTIL-1"
in Active Directory.

The Management server does have full permissions in the Active Directory
System Folder. I have not been able to push out any clients.

You're at SMS 2003 SP2, right? I thought there might be a hotfix for this...
however, I could not find anything in the public knowledgebase. I did find
one article that may help you:
