If you specify a subnet ID, it's just that, a subnet ID. The client
will AND the subnet ID in the list with it's own subnet mask and decide
if it lives on that subnet or not. If it lives on that subnet, it is in
the boundaries. If you specify a boundary as an Active Directory Site,
then when the client comes online it looks at its subnet ID and figures
out what site it belongs in. If the site is in the boundary, the client
is in the boundary.

When creating a New Roaming Boundary and specifying SubnetID, does the
SubnetID correlate to the subnets in AD Sites and Services?
