how long would it take for the obsolete data to vanish? I'm concerned
someone will run a report and get inaccurate info based on this cycle.

How's about moving away form Ghost and looking into the SMS OSD?
But...if you have AD system discovery enabled, and push installalation
enabled, then once the machine is discovered, the client should install.
The "old" data/info will become obsolete and aged, and get deleted via the
SMS delete tasks.

for example the old user was using Project 2003 but the new user didn't
need
it therefore it was not installed after the machine was rebuilt?
