First, I think you mean "replicate the packages down to site *B*", right?

It sounds like you are going to the general tab of the site properties and
trying to select the site and it isn't showing up in the drop down box. Is
that correct? If that's true, it's usually because you don't have an address
configured. Addresses are one-way trips. At site A, you have to configure an
address to site B, and at site B, you have to configure an address to site
A. The address will use the sender, but having a sender is not enough.

I'm not sure where you are seeing access denied. Is that in a log file? If
so, which one?
