I've tried reading this twice and got confused... why not use an account
based sender with appropriate rights on both servers? The other possibility,
you have some type of connection issue that is preventing the files from
being copied. You could test this by remoting to the site server and
attempting to connect to the remote \\server\SMS_SITE share using the sender
account.
