Distribution Manager requires the IIS base components to be registered on
the local SMS Site Server in order to create the virtual directory. It
sounds like in your case the base IIS components might not be installed on
the local SMS Site Server. You state that IIS is installed on the DP so
most probably the solution will be to install the base IIS components on the
local SMS Site Server. You can do this by opening the Windows Components
Wizard from the Add/Remove Programs in the Control Panel, select IIS and
open Details, and select the IIS Snap-in checkbox and install it.
