"Install Pending" package on secondary DP

I have been reading messages related to secondary DPs and MPs all week. My
testing with packages on the secondary DP have been hit and miss.

I have an Office 2003 package I pushed out to the secondary DP earlier in
the day - and now it seems to have uninstalled? So I tried removing the DP
from my package configuration and adding it back in. It shows "install
pending". It has never really shown as "installed" at all but I did see the
actual package directory and contents earlier in the day on that server.

Any clues to get me back on track? I have looked at the dist and sender
logs but they don't seem to give me much clue as to why I cannot push this
package to the DP and then out to the clients.

sms lan sender states successfully sent package xxx to secondary site - but
it does not show installed - just targeted.

Very frustrating... please help.
