I think so - if the child site is no longer referenced at the parent.
The 'Sites' table should have no row for the site and it should not be
referenced in the site control file or admin console.
After installing the site, watch the hman.log and despooler.log at the
parent to follow the join process.
(and the hman.log and sender.log at the child)
