    It sounds like they are not getting policy for some reason. Now the
messages that you are seeing in hierarchy_manager are referring to not being
able to write data to AD. Part of that data would be the locations of the
MPs, so that might be your problem. Did you extend the AD schema when you
setup SMS? Did you give the SMS Service account rights to the System
Management container in AD?
