No, it is for all clients that reside (are physically located at this
secondary site) Residing in a site is not the same as being assigned to
a site.

Nope, this is not necessary, just install a dp in the secondary site, it
will report to the primary site parent that is installed and ready to
go.

They will ask the management point (either the one in the primary site
or the proxy management point in the secondary site). It will send its
subnet and active directory site when asking, the management point will
report a list of distibution points based on this data and the info he
knows from roaming boundaries.
