APM Connection Error With Clients

I have been working on setting up my SMS2003 system. Its
running on a Windows 2003 server without IIS since when I
go to production I will want legacy clients at first
until I completely remove the SMS 2.0 architecture. I am
running in advanced security and I do have a client
connection account, push installation account Legacy
Software Distribution account defined. It has both
administrative rights on the client computers and on the
SMS 2003 server, which gives the account rights to the
CAP folder. I can not figure out why it is getting Access
Denied when trying to open the APM connection.

I am getting the following error in the log when it tries
to install the Remote Control, Software Distribution,
Software Inventory, and Hardware Inventory Agents.

I have a account setup to use for the client push that
has full admin rights on the SMS2003 server and on every
client. I also added it to the local site system SMS
Admins group that was created during installation.

Help.
