    I ran into a similar problem with some of my sms clients after deploying
    Win2kSP4 to them.Some would hang for days on "Applying Computer Settings"

    It took me about 45 minutes (and one SP4 reinstall) to realize that i could
    just unplug the network cable and restart the computer to get that
    "Applying..." to go away.
