Reinstallation would involve not only the site systems but all of the
clients since the password for the client accounts would become different. I
would only do that as a last resort. First you could run setup again and
choose modify or reset the current installation.
If that does not work I would look at the smsdbmon.log to see the SQL
errors. From there make sure all SMS_Service accounts have permissions to
the SQL box.
