Can Not connect to IPC$ Share while processing a CCR

CCM log shows the SMS server successfully connecting to the Admin$ share, but the attempt to connect to the IPC$ shares of these systems fails with an error 5.

-These systems are both NT 4.0 and XP
-Other like type systems in the same subnets install client fine
-it is possible to "net use \\hostname\ipc$" using the client installation account's credentials
-the workaround for the xp systems has been to remotely log in and run client install with admin rights - but this is not going to do :(
-No XP Firewall
