CCM_Incoming Problem

Well, i seem to have the same problem many of you are
having but i'm not able to get it right.
I've been wrestling with it for nearly two days now, and
the only incoming i'm able to get is a headache.

So far i've tried:

Giving Admin Permissions to Every possible account.
The Task Scheduler is up and running
All the SMS services are runing
The thing about IUSR and IWAM not being allowed due to
loging hours.
The DTS is up and running

The SMS is installed on W2003 Server and it's not a DC.
The SQL Server is 7.0, with SP3.
MDAC is 2.8

No matter what i do, i always end up with the same error.

Setup is unable to create the internet virtual directory
CCM_Incoming
The Error code is 80020009.

What i was able to see was that the setup is actually
being able to create the first virtual directory (only
CCM_Incoming), but after i click OK on the error message,
it rollbacks all the changes.

Any help will be appreciated.
