Roger:

Did you see this KB Article?
http://support.microsoft.com/default.aspx?scid=kb;en-us;278513

I am unsure about what you are talking about when you say "Remote
Administration." There is one version which is in fact "Terminal Server
Console 0 mode." I am not real familiar with Win2003 setup, but I would
suggest removing that remote console, and using 'Configure your Server' to
ensure that Terminal Servers is off. I'm a little at a loss since I have
installed SP5 numerous times on both Terminal Servers and not terminal
servers for Windows 2003 and I haven't seen this issue. I'm wondering also
if you upgraded the box from a previous OS and we are having a residue
effect.

If you are also at a loss after reading the KB, I would suggest installing
Terminal Services (Heck if we insist that is it installed, why not install
it?), Setting the OS explicitly in install mode, and then running setup.

If that doesn't work, let me know and we can keep trying <g>.
