This is a long shot; and I really doubt this is it because SMS doesn't uses
the SID, not the username, but any special characters in this username?
Also, since you suspect it's this username, perhaps just bite the bullet and
create a new user account for this person; all the same groups, etc that it
needs, disable their old one, and have them use the new one for a while. If
it works, just move on...
(Oh, and Add New programs empty is essentially the same as Run Advertised
Programs so no, not really additional information)

and the groupname is populated with machines (not users)
Is it a clew that Add New Programs also is empty?
His machine is in the collection.

Pick an advertisement that you see, and he doesn't. When you track back to
what collection is targeted by that advertisement, I presume that it contains
either usernames or usergroups, not machine names.
If usernames only, is his username in there. If it's a usergroup, is his
Active Directory account a member of that usergroup.
If it's a query-based collection... what's the query?

account to any machine the Run Advertised Programs is empty.
If I log in to his machine it is populated.
If he logs in to my machine it is empty.
If I log in to my own machine it is populated.
We run XPS2 and SMS Advanced Client.
Also seen that Add New Programs is empty when he logs in but
it is populated when I log in.
Both in his machine and in my machine.
