Hi.
It is a querybased collection.

The query is like below:
Criteria:
SystemResource.SystemGroupName is equal to "<Domainname\groupname"
and the groupname is populated with machines (not users)

Is it a clew that Add New Programs also is empty?

His machine is in the collection.

The other machine he logs in to is also in the collection.

what collection is targeted by that advertisement, I presume that it contains
either usernames or usergroups, not machine names.

If usernames only, is his username in there. If it's a usergroup, is his
Active Directory account a member of that usergroup.

If it's a query-based collection... what's the query?
