An internet enabled client is a client that you manage without it opening a vpn connection to your environment.

So all sccm traffic happens directly over the internet and not in a secured tunnel. To avoid for this to be a security nightmare, client and server use mutual authentication using certificates. Servers require clients to authenticate with certificates in sccm2007 only in native mode, not in mixed mode.
