If "remote tools client agent" is enabled in the sms admin ui for the site
to which the client is assigned, then the client should have installed the
"sms remote control agent" (check Services applet on client). In the sms
applet on the client, Advanced tab, does it show assigned to a site code? In
the Actions tab, are there 7 items listed? In Components tab, does it list
"sms remote tools agent" with status=enabled? If you're missing a bunch of
the items on Actions tab, that means you're not getting AD policy. SMS uses
AD policy to tell the client whether to install the remote tools agent. So
if you don't see that agent, this could be why. And, of course, if it
doesn't show assigned to a site code, you won't get policy or have that
agent either. Also check policyAgent.log on the client to see if it has any
errors. Search the other logs for errors.
