Do the network printers have snmp installed?
Since DHCP is not an option, snmp is your best bet.
The router arp cache although available usually times out fairly
quickly, I don't know when you have network discovery scheduled to run,
but chances are you have it running at a time where people aren't doing
much printing, hence the arp cache probably has the entries for the
printer aged out.
