Workgroup XP PC discovered but will not Enable

I have a very secured Windows XP workstation that can be discovered by the
primary site server when installed, but will not receive it's policy to
enable any of the SMS services. I have a workstation from a different vendor
that installed and runs the client just fine without issues on the same
network segment
Here are the specifics:
Windows XP
SMS 2003 Advanced Client
BITS enabled
Not AD, in Workgroup mode
Service account that ccmexec is running under (SMSAdmin) is also configured
on the site server
Discovered by heatbeat (at client installation time) on site server, with OS
and client being detected.
Client was installed locally by client.msi with site TMP being imput
Using the following LMHOSTS configuration:
10.204.31.17 "MP_TMP \0x1A" #PRE
10.204.31.17 "SMS_SLP \0X1A" #PRE
10.204.31.17 TEFT03SM40 #PRE
NetBIOS resolves fine
Workstation is running Sygate firewall with an advanced rule to permit all
traffic to 10.204.31.17
Workstation is within defined site boundary
The local ccmexec.exe runs under ID .\smsadmin, which is also defined as a
client account in the SMS console. This account is a member of the local
Administrators group on the client. I am using the same credentials on
another workstation and it works fine.
I did pull down the firewall to permit all traffic in/out and did at least
get prompted for credentials when trying to mount shares from the primary
site server to this client.
I am getting some errors in a few of the client logs. Here are the

I have tried completely opening up and removing the Sygate firewall and
still get the same result. In the firewall log, I can watch the client
sending traffic over TCP 80 to the MP, so I know it is trying.
Any help diagnosing this is greatly appreciated.
