I'm not familiar with "HIS 2004" my guess is it is some sort of application?
By "Installer Package" do you mean you want it to be a .msi? Why do you
think this is not possible?
Also why wouldn't SMS be able to deploy it? SMS can deploy anything, .exe,
..msi, .bat, .txt, doesn't matter it is just a delivery mechanism. .msi is
the best because it provides for self healing, standardization of your
companies configurations and other things, but it isn't required.
If you can install HIS 2004 now manually then there's definitely a way to
automate it.
Please provide some more details and I'll try to point you in the right
direction.
