Push installation is not supported for W98 machines.
The easiest way to run SMSMAN is to run it from the CAP, like:
\\sms-site-server\cap_XYZ\clicomp.box\base\i386\00000409\smsman.exe
This way, SMSMAN immediately knows what the CAP path is.
