In your console, if you go to +System Status, then +Package Status, find your
package. In there, +on your site(s), and on the right, right-click, a
distribution point, show messages, All. You may have to change the date and
time from '1 day ago' to 1 week ago or more depending upon how much time has
passed.

In the results, on the far right will be hopefully some detailed error about
why that package version 68 has not successfully transmitted to your
distribution point.

Hopefully you can correct the issue based on the reported issues in there;
then "Update" that package distribution point, which will then increment the
version from 68 to 69, and monitor the progress of the distribution. Once
you've confirmed that the Package is "Installed" on your DP (not "install
pending"), do several machine policy refreshes on a client, and see what
happens.

On SMS 2003, the .cab file which is the first thing downloaded which
allows
you to see the new updates in the list, is generally downloaded using the
advertisement for ITMU which has "sync" in the name.

Check that advertisement; and see if it is failing.
