Problem resolved. Thanks to the link
http://technet.microsoft.com/en-us/library/cc181198.aspx. It read: To
establish a Remote Tools connection, you must have Use Remote Tools and Read
permissions for the COLLECTION that contains the client. If you are not a
local administrator, you must also be included in the Permitted Viewers list.
I found that the Account had read permissions and Use remote tools for
Collection (instance = all Instances). I modifyed the account under Sms
Admin Console-> Security Rights to have read permissions and use remote
tools for ALL SYSTEMS. This resolved my issue with a non admin accounts
being able to connect to a client computer using SMS admin console--> remote
Tools Connection. Thank you Rob

Could be that this user account isn't in the right group, or permissioned up
correctly in SMS, and that it was only working because the user account was
present as a local admin?
