MSI deployment is SMS 2003

I have to create some MSI packages for deployment and I have a question for
you'll. The environment is locked down.
1. Does SMS 2003 automatically elevate the package so it is installed?
2. In order to run the application, the user must be Administrator, how do
I do this?\
Any wordly advice for this NEWBIE is helpful, thanks.
