Nope, your configuration actually forces them to do so.
Only thing you can do is try to create a report for dp's that have their
protected boundaries set to a subnet they are not part of.

We have about 400 protected distribution points that are server shares.
Since these DPs are workstations, we have found that a couple of them have
moved to a different subnet. Even though the DP is in a different subnet,
the clients in the original subnet still download an advertised package
from
it. This is a problem because the package is being pulled across the WAN
which is usually 384kb. This kills the bandwidth for business activity.
Is
there a way to prevent client from crossing the WAN to receive a package
in
this case?
