are these users administrators on some of the targets and not on others?

Just found out something and it's now really confusing me. Some users can
remote control this machine and some users get the Credentials Required
message box. All these users are in the Permitted Viewers list. The thing
that's really confusing is that the users who cannot remote control this one
particular machine can remote control other machines without any problems.
All machines have XP SP2. We only have one SMS site.

I've had this happen and restarting the computer fixed it. I'm
assuming you already tried, that, however, and would suggest maybe
doing an uninstall and reinstall of SMSAdmin software itself. I think
this is actually a DCOM error, but I don't much like fiddling around
with Components Services in the admin tools, so I generally uninstall
and reinstall.
Also, is this computer the only computer that has SMSadmin *and* IIS
turned on? Is it Windows 2000 or XP? I've had these issues happen more
with computers that have IIS and .NET framework than ones that don't,
again, I think it's because of the DCOM issues. I haven't heard that
bit about enabling NTLMSSP, but it sounds like you didn't try it as a
solution? Perhaps you should.
Additionally, try logging into this computer as another SMS permitted
viewer and use that username/login to see if you get the same error.
