Issues Resetting SMS Installation to point to new SQL Server

I am having some issues when trying to reset the SMS installation to
point to the new SQL Server.
The new SQL Server is Windows 2003 SP1 and is 64bit (x64). The old
SQL Server is Windows 2003 SP1 and is 32 bit (x32). The SMS version
is 2003 SP2.
During the reset we tell it to "Modify or reset the current
installation", then use standard security and input our service
account name and password (which is an active directory account that
has admin privileges on the new SQL Server...the computer account for
the SMS machine also has admin privileges on the SQL Server), point
it to the new database server and database (which was moved from the
old SQL Server), tell it to use Windows Authentication, and then click
Finish.
The "Installer" runs, shuts down the services, and then gets to the
point where it is installing the Windows Management service, and then
fails. The error that comes back is as follows:
"Systems Management Server Setup cannot continue because of the
following error: Setup failed to install the Windows Management
service and SMS providers on the SQL Server. For more information....
(Search the MS knowledgebase)."
Troubleshooting we have done:
1) The smssvc account has the same rights on the new SQL server as
the old
2) The computer hosting SMS has the same rights on the new SQL server
as the old
3) The event viewer on the new SQL server posts this message:
"The SMS_SDK_SETUP_SERVICE_<computer_name> service failed to start due
to the following error: The system cannot find the file specified"
On finding that error, we went to the services and looked at the
properties for that service. It was pointing to a folder called
SMSPROV, and to a file called sdkinst.exe inside of that folder;
however, sdkinst.exe was not to be found...the only things in that
folder is a folder called Logs, a folder called srvacct, and a file
called sdkinst.ini. I will also say that this folder, SMSPROV, was
automatically created by the SMS installer, as we did not create it.
I found the sdkinst.exe in the SP2 install folder for SMS, and copied
it over there, and this enabled the service to start...the installer
got a little farther, but the install/reset still failed with the same
error message, except this time we cannot figure out which file it is
looking for.
Could this be a problem with the server being 64 bit? Any other
ideas?
