sms2003 can make the systems management container, but it requires
some prep work to give it permissions to do so.

Error code 5 is access denied... while I'm not going to pick on your rant,
it does work better to clearly state your problem and let us have a go at
solving it. By the way you can choose to let SMS extend the AD schema as
part of the install.

Depending on whether you installed SMS 2003 in standard security mode
(think
service account), or in advanced security mode -- you will need to give
the
service account you used, or the SMS site server computer account FULL
CONTROL to the Systems Management container in Active directory. Be sure
to
give full control to 'This folder and all subfolders'.
