The "Lock" is a ICON that is displayed because the package is "Managed"
by the "PARENT" server. If you have a package that is built on another
server then pushed down to a Child/Seccondary site it will show up with
a "LOCK" on it because you need to go to the source server to remove
the package or make modifications to it from the source server "The
Parent Server is your SMS site"...
