(Reposting) Pending Site Control Changes

Hello all,
I have a large hierarchy spread all over the world. Some of my site control
changes are appearing in the central database as pending, i.e., typeflag =
2. I can also see pending changes in child databases targeted for the same
sites. I want to make sure that the changes go through, but more
importantly, that they go through in the correct order. I can see in the
logs, when I try to force the changes down the hierarchy, that a change was
initiated at time x by user y from site server z.
Does anyone know how to access this change summary information
programmatically? I am assuming that the delta site control image contains
this data, but I do not know how to pull that image from the BinaryData
field of the SiteControl table.
