Collections Locked How to unlock

On the main site server, the default collections are showing being in a
locked status. One of the techs found a KB article on creating a
"sitename.sha" file, and dumping it in the colleval.box. Unfortunately, I
belive he dropped it into that dir on the main site server, and not a child
site, so now the rules are gone for most of the default rules as well.

How can I restore the default collection rules? How can I troubleshoot the
locked collections?
