why does sms program always run as hidden even when set to normal?

We are running sms 2003 (no service pack). All of my clients are advanced
clients. I am pushing out several packages including Office 2003. The
applications are installing fine but the problem is this. No matter what I
do I can't get any of the programs to display a user interface. The program
is set to run "normal" not "hidden" but it always appears to run hidden. For
example even if I just call the setup.exe with no switches in the program
there is no user interface. You can see the setup.exe process run in task
manager. I have the same problem when I run MSI files. I have tried with the
program set to "only when a user is logged on" and "whether or not a user is
logged on". If I map a drive to the source and run setup.exe from the
command line I get the normal user interface for the office setup. Even if I
run setup manually from the SMS Cache it works right. I have been able to
duplicate this problem with just about any .msi file. Has anyone else seen
this problem? Is this normal behavior and if so is there a way to change the
behavior?
