Failed to Create Virtual Dir: Bits Enabled DP

Repeatedly receiving this error:
Failed to create virtual directory on the defined share or volume on
distribution point
"["Display=\\ca\smspkge$\"]MSWNET:["SMS_SITE=606"]\\ca\smspkge$\".

Site system is sms2003SP1, win2k3 std.

target system for dp is win2k3 ent.
I have repeatedly removed and reinstalled the IIS base components from the
enterprise cd, and still it will not work. It does works for other site
systems, though; i have recently installed additional operational BITS
enabled DPs.
