netbios resolution

we can ping a netbios name and it resolves to an ip address. however, on
client installations, the retry queue says it cant make a network connection.
from a desktop, i can connect to \\ip address\c$ but cant connect with
netbios name. i can go into the retry queue and change the machine name to
the ip address, and i get a client install. first look would be wins or dns,
but how come ping resolves netbios to ip? huh???????
