Hello,

The resolution here is to change the Default Launch permissions for DCOM
security on the Provider server. In Windows Server 2003, if permissions
are ever modified, a security descriptor is built for System and 'Self'.
Interactive Users and
Administrators need to be added in. Alternately, export then delete the
following registry key, then close and re-open
the SMS Administrator console
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole\DefaultAccessPermission
This key is rebuilt as needed.
