Seems like the changes of site settings aren't processed correctly at the
site. If you start SQL Query Analyzer and runs:
use sms_<yoursitecode>
select * from sitecontrol
you should normally see just 1 record for your sitecode there (with
typeflag=1), but I guess you will see more records that have typeflag=2?
Sometimes I've been able to solve this by simply forcing a new update of the
site control file (I usually update the comment field in the sites
properties).
For more information on what's going on you can also look into the log file
from the site control manager, you find it in ..\sms\logs\sitectrl.log
