SMS 2003 Remote control denied with /SMS:NOSQL parameter

Hi,

I have problems to take remote control on some laptop computers when they
move from a subnet to another : the IP adress is not yet recorded in the SMS
database so that remote control is rejected. I can generate a DDR file for
the computer and the problem is resolved in about five minutes. But what is
possible for me because I'm an administrator is not possible for everybody
who has in charge to operate remotly on computers.
I wanted to use the Remote.exe tool with the command-line option /SMS:NOSQL
"to allow direct connection to the client without using data in the SMS site
database" as described in the Operations Guide. But when I use this option, I
have systematically the following acces denied error message : "Security
rights to run Remote Tools on this client have been denied", even on clients
that I have no problem to take remote control on without this option.
Computers and servers OS : Windows 2000 SP4
SMS 2003 without SP1

Thanks for any help to understand this problem.
