SMS security update (mssecure.cab)

OK I think I know whats happening, however I am not sure how to fix this
problem.. I look at the mssecure.cab file on the site server and it is the
latest version, but on my clients machines within the vpcache folder it
contians an old version about 3 months old.. How can I force my clients to
download the lastest version of mssecure.cab of my site server..
