2.0 forward status messages via rule

We're a 2.0 SP5 shop.

I'm having no success getting a status message forwarded to it's
parent site when it is not supposed to go there by default.

For example, I create an advertisement at site 2 and want to forward
the messageID 10008s and 10009s to parent site 1 with a status filter
rule. I created the rule at site 2 specified by the IDs (10008,
10009), put these rules first in the list of filter rules using the
forward to parent site option. At the parent site 1 I have rules for
these messageIDs to write to the database.

I can't see and status messages from Site 2 for ads created as Site 2
being forwarded to Site 1.

Is anyone successfully doing this and if so could you show me the
settings for the rule?
